Chief Minister N Kiran Kumar Reddy on Wednesday called for effective functioning of the government and listed out various lacunae for the failures due to leakage in the systems. He pointed out that there was need to enhance the 'delivery systems' in order to provide proper services to the people

Addressing the Secretariat employees, the Chief Minister suggested that the government will appoint a Commission shortly to streamline all the systems and stated that there was no clarity or transparency in the functioning of the administration.

KKR compared the state Secretariat with a human heart, and stated that if the Secretariat staff extended full cooperation, the government could function to the advantage of the people. He said that if there was a heart attack the human being collapses. "I have a heart which will last only three and a half years but I want to discharge my duties for 10 years with your cooperation," he said amidst applause.

The Chief Minister mentioned a scholarship scam in which Rs 60 crore was swindled even without the existence of a college, regular students' attendance and without a sanctioned budget.

“Vested interests misappropriated the funds due to improper systems in the administration, he pointed out.

KKR also revealed that the top item on his agenda was revenue generation on one side and curbing unnecessary expenditure.

The Chief Minister stated that Rs 3800 crore was being spent for issuing scholarships to over 23 lakh students and pointed out that due to various reasons like global meltdown or agitations, the state treasury suffered and in turn the related commitments were affected.

He underscored the need to have full cooperation from the staff and appealed to them to work with enthusiasm for delivering the 'goods' to the people. 

Chief Secretary SV Prasad also spoke. Earlier, the Secretariat staff leader M Hanumath Reddy welcomed the Chief Minister and assured to work with devotion while urging the KKR to solve their problems.
