CM sets 100-day deadline for city development

Chief Minister N Kiran Kumar Reddy on Friday instructed Ministers and officials to review the special 100-day development plan in the GHMC area.

"I want results. I don't believe in just promises and road-maps. I mean business. The 100-day mission for development of GHMC area is to bring in visible changes in all vital sectors like Drinking Water, Power Supply, Road Maintenance, Road Traffic and other infrastructure facilities. We have to work on a mission-mode to achieve this. I am sure we will be able to achieve it," KKR told the Ministers and officials at the meeting held at Secretariat to review the special 100-day development plan in the GHMC area.

The Chief Minister exhorted the officials to achieve what they plan in these 100 days. "We should not plan what we cannot achieve. I am going to inspect the ongoing works once in two or three days in each of the 24 constituencies in the GHMC area and also constantly monitor the works, he said. At the end of the mission, we should see that we have achieved what we planned", the Chief Minister said.

In order to bring credibility to the Government efforts, KKR directed the officials to advertise the department-wise action plans well in advance through print and electronic media so that the public would also notice them.

Similar development action plans will be taken up in other Municipal Corporations and municipalities also in the State in the near future and the Chief Minister said that he has already directed all the Ministers in this regard. Reviewing the department-wise action proposals today, the Chief Minister directed the officials to chalk out and implement plans which are only possible in 100 days and that it should be completed in time under any circumstances.

KKR said he will also monitor the works regularly. He said sanitation and road improvements, widening of roads, providing of regular drinking water supply should be given priority. Similarly all water logging areas should be identified and remedial measures to be taken up, the Chief Minister said.

He also directed them to complete the housing programmes in the GHMC area and provide necessary infrastructure and civic amenities in those colonies. Referring to approval of layouts in Panchayat areas, the Chief Minister wanted to ensure that that the roads in those layouts should be in accordance with the future needs of the public.

He has also directed APSRTC MD Prasada Rao to introduce mini busses in the old city so as to decongest the traffic there. The HMWSSB MD said water connection works worth of Rs 25 crore would be taken up and completed in the next 100 days.

The Chief Minister directed the MD to find permanent solution to the water contamination and come up with necessary plans for the 3rd phase of Krishna drinking water supply programme.

The Chief Minister went through the proposals of GHMC, Hyderabad Water Works, AP Transco, HMDA, Traffic Police, Transco, Discoms, RTC etc. These departments came up with a road map for developing the facilities in 100 days. The GHMC plans to bring about a significant improvement in waste management and road conditions for the citizens of Hyderabad. It will bring all roads to a state of good repair at Rs 135 crore and action plans for bitumen and cement roads are prepared.

 The GHMC also plans to make the city walking friendly and aesthetically pleasing Rs 13.5 crore will be spent to develop sidewalks, paint curbs and medians, paint poles, remove overhanging wires and improve junctions. As far as waste management is concerned, the GHMC commissioner said that all bins will be cleaned daily at a cost of Rs 25 crore; all trash generated to be lifted daily, painting and repairs of all bins and sweep all roads by deploying 150 additional sweeping units.

The Commissioner informed the Chief Minister that there are nearly 3.4 lakh street lights and will be monitored through IT - Off-Site Real Time monitoring system (OSRT) - use real time date and images to monitor and to complete roll-out by January 2011. There are five zones in GHMC with 18 circles and for the 100 Days programme, all circles will be allocated to one Additional Commissioner to oversee and monitor the progress of different components of the 100 days programme.

The HMDA Commissioner also explained to the Chief Minister on the plans for 100 days including the completion of Outer Ring Roads, improvement of parks, cleaning of Hussainsagar etc. The MD, CPDCL, briefed about improving power supply in the GHMC area in the next 100 days and also tightening the loose electric wires all over the city.

He also briefed the Chief Minister about strengthening sub-stations, call centers and also quality power supply and listed the 100 days plan. The Traffic Police briefed their plans to improve the traffic in city by increasing the number of traffic signaling system in the city by installing new traffic lights.

Minister for Municipal Administration, M Maheedhar Reddy, Minister for Home Sabita Indra Reddy, Ministers from the GHMC area D Nagender, Mukesh Goud, P Shankar Rao, Mayor Banda Karthika Reddy, MA and UD Principal Secretary Appa Rao, GHMC Commissioner Sameer Sharma, HMDA Commissioner Rajeswar Tiwari, CPDCL MD T Krishna Babu, HMWSSB MD Jagadeeshwar and other officials attended the meeting.
