The ruling Congress party is gearing up to effectively take on the Opposition in the forthcoming Budget Session of the Assembly.In view of the Budget session, Chief Minister K Rosaiah instructed the heads of the departments and Secretaries not to leave Hyderabad without prior intimation. Trying to do as much homework as possible before the commencement of the Budget session on Feb 15, the CM convened a meeting of ministers, principal secretaries and secretaries of various departments on Wednesday to discuss preparations for the Budget session.
Emphasizing the need for the presence of the officers concerned on the spot to provide the much-needed information, the Chief Minister urged the secretaries and heads of departments to be available on the dot during the Assembly sessions. They should collect data and information on the questions posed by the MLAs on public issues and present them to the ministers concerned so as to facilitate the government to counter the Opposition effectively, Rosaiah added.
“We don’t know what questions they would shoot during the zero hour, under Rule 340 or call attention motions. The Speaker would allow the questions based on the importance of the issue,'' he said, adding that questions and points raised by the members during the zero hour should not be taken lightly.
''It is the natural tendency of the Opposition to level allegations against the ruling party to corner them in the Assembly. In order to face such situations, we should be equipped with the correct information so that we will not give room for criticism,'' the CM observed.
Underlining the need to set things right in the implementation of welfare and developmental programmes, the CM explained that there is the need to know whether the fruits of the welfare schemes are reaching the beneficiaries.
The CM instructed the district in-charge ministers to coordinate with the MLAs in the district concerned and see that all the members attend the session without fail.
